Master Plan 2027

Our preliminary draft Master Plan 2027 will guide how we expand capacity, improve transport links and support passenger growth to 75 million annually.  

Through the plan, we are focusing on sustainability, accessibility and boosting Victoria’s economy by $5.9 billion each year, while also planning for future runway and terminal development, noise management and community engagement. 

We're planning a future-ready ground transport system to support growth and improve access to the airport. Our preliminary draft Master Plan 2027 outlines how we'll expand travel choices, improve connectivity and support more efficient movement for passengers, employees and freight. 

Over the next five years, we will increase capacity and reduce congestion through new parking, upgraded roads, improved terminal access and continued collaboration on public transport initiatives, including the planned airport rail connection. In the longer term, we will continue to plan for future demand through further road upgrades, integrated transport hubs, emerging transport technologies and engagement on high-speed rail projects. 

Melbourne Airport plays a vital role in Australia’s economy by supporting jobs directly at the airport and across supply chains, while connecting businesses to global markets through trade and investment. 

It also drives tourism by welcoming visitors who contribute to local businesses and communities and strengthens productivity through improved connectivity and investment. 

These economic benefits highlight the importance of long-term planning so Melbourne Airport can continue supporting jobs, growth, travellers and the community into the future. 

Our Master Plan 2027 outlines terminal expansions and infrastructure upgrades to support growing passenger demand and maintain efficient operations. 

We are planning increased capacity for the International Terminal, targeted domestic terminal upgrades, better transport connections and improved passenger amenities. 

This includes more gates, faster check-in, expanded retail options and ongoing work with border agencies to streamline customs processing. 

Our Master Plan 2027 sets out how land across the airport precinct will be used to support aviation, business, logistics, leisure and environmental outcomes. 

We will continue to protect 24/7 airport operations while planning carefully for future growth, better transport connections and new employment opportunities. 

This includes balancing airport development with environmental conservation, open space, commercial uses and the needs of surrounding communities. 

We are planning a future three-runway system to manage flight paths, runway use and aircraft noise while balancing operational needs with community impacts. 

Our Noise Sharing Plan will guide how runways and flight paths are used to provide periods of respite for affected communities. 

We will continue to manage aircraft noise through monitoring, mitigation programs, land use planning, community feedback and clear reporting for residents. 

We are committed to transparent community engagement and to supporting the social, environmental and economic wellbeing of local communities.

Our Master Plan 2027 outlines how we are integrating sustainability into airport planning and operations through low carbon design, resource efficiency and biodiversity protection. 

We use the Australian Noise Exposure Forecast, or ANEF, as a national planning tool to forecast aircraft noise around the airport and inform future land use and building design decisions. 

Our Master Plan 2027 incorporates the ANEF to assess long-term aircraft noise impacts, including future runway operations, and support compliance with the Airports Act 1996. The ANEF also informs our Noise Amelioration Plan, which identifies eligible properties for noise-reduction measures as part of the Federal Government’s approval conditions for the third runway.
